- Organisations that place products with digital elements on the EU market under their name or trademark (including own-brand / white-label)
- Anyone the CRA treats as a manufacturer after a **substantial modification**

Typical teams inside that organisation: product security / PSIRT, OEMs and industrial vendors, gateway manufacturers.

## Out of scope

Not a tool for authorised representatives, importers acting only as importers, distributors, open-source stewards, notified bodies, market surveillance, CSIRTs, or ENISA.
